In the end of 1998 the Seimas (Lithuanian Parliament) adopted amendments to several laws that obligate the Commision to adjust cold water supply and wastewater management prices. Basically it was assumed the start of national economic regulation of water sector.
The principle objectives of economic regulation are the reduction of customer discrimination and long-term and full-scale provision of qualitative service to customers.
The main legal acts in Water sector – Low on Entry into Forse and Implementation of the Low on Drinking Water Supply and Waste Water Management; Low on Drinking Water Supply and Waste Water Management.
The Commission has formulated the regulations for pricing of the water services based on the principle of “costs recovery “.
The main task of the Commission shall be the improvement of establishment of indis pensible costs for cold water services and wastewater management by using benchmarking prepared by the Commission and with reference to the requirements for service quality and assets maintenance.
